Governor's 09-10 Budget Proposal
Possible budget shortfall of $41.6 billion through 2010. New Revenue and borrowing proposals:
lottery expansion increase to vehicle registration fees new oil severance tax, temporary increase in state sales tax, taxes on alcoholic drinks
$3 increase to driver's license fees reduce dependent exemption tax credit from $309 to $99 per dependent.
borrow $5 billion
New changes to 08-09 education budget proposal
-
decrease Prop 98 expenditures from $58.1 billion to $51.5 billion (decrease of $6.6 billion)
-
suspend the .68% COLA
-
additional cut 4% to revenue limits
-
multi-year deferral of $2.6 billion of school revenue limits and K-3 class size reduction program payments from April 09-July 09
-
use $618.7 million of Public Transportation Account and Mass Transportation Fund sources for Home-to-School Transportation program for school district revenue limit costs.
Flexibility with Categorical Funds Proposal:
-
Local Education Agency (LEA) can transfer any categorical allocations received to their general fund for any purpose.

Reduce restricted routine maintenance reserve from 3% to 1%
